This article explores why New York City and Los Angeles, two of the largest school districts in the United States, have placed restrictions on students’ use of generative AI. 1. New York and Los Angeles Introduce AI Bans and Restrictions in K–12 Schools
Although both school districts are limiting students’ use of generative AI, their policies are not exactly the same.
New York City: Broad Restrictions for Students from 2-K Through Grade 8
During the 2026–2027 school year, New York City Public Schools will implement a one-year pause on student use of generative AI from 2-K through eighth grade. The policy will affect roughly two-thirds of the city’s public school students.
Under the new policy:
- Students from 2-K through grade 8 will not be allowed to use generative AI.
- AI chatbots designed to act as companions will be prohibited for students in all grade levels.
- Students in grades 9–12 will have access only to a limited number of approved AI programs.
- High school students will complete AI critical-thinking modules twice each year.
- Selected high schools will participate in pilot programs using vetted AI tools.
- Teachers may use AI for tasks such as lesson planning and other administrative work, but they may not use AI to grade or evaluate students.
- The district is also introducing age-based limits on personal electronic device use. For example, students in grades 6–8 are advised to spend no more than 45 minutes per day using electronic devices for instructional purposes.
What makes this policy notable is that it does not suggest AI has no place in education. Instead, it draws a distinction between younger students, who will largely learn without directly using generative AI, and older students, who will be introduced to AI in a more controlled environment. High school students will learn about both the capabilities and limitations of AI, as well as topics such as bias, risk, ethics, careers, and the skills they may need in an AI-shaped future.

Los Angeles: Temporary Ban on Student Use of Generative AI on District-Owned Devices
The Los Angeles Unified School District (LAUSD) has taken a somewhat different approach. The district has temporarily suspended student use of generative AI on district-owned devices for the current school year. The decision comes as LAUSD develops broader policies around screen time and AI use.
Importantly, the policy does not mean that all forms of AI have disappeared from LAUSD classrooms. The district continues to distinguish between generative AI and other types of educational technology. Non-generative AI tools may still be used for purposes such as adaptive learning, speech recognition, text-to-speech, translation, and live captioning. Students can also continue using Google Search, although the interactive Google AI Mode has been disabled on student accounts and devices.
Another important distinction is that LAUSD’s current restriction applies only to district-owned devices. The district has not yet established a districtwide policy governing how students may use AI on their personal devices outside of school. That distinction highlights one of the biggest challenges schools face when regulating AI: its influence does not stop at the school gates.
2. AI in Education: Why Are Schools Limiting Its Use?
Schools’ decisions to restrict AI are not simply a reaction to a new technology. They reflect growing concerns about how AI could change the way students learn.
Protecting Independent Thinking
One of the biggest concerns is that students may begin using AI to do the kind of thinking that schools are supposed to help them develop. A nationally representative 2026 survey of more than 1,000 U.S. teens found that 70% of students use AI for schoolwork. Among those students, 63% said they had used AI to find answers to assignments. At the same time, 77% said they also use AI in ways that support learning without simply asking it for answers, such as brainstorming ideas or double-checking their work.

In other words, students do not use AI in just one way. The same student may use AI productively in one situation but rely on it too heavily in another. For educators, then, the concern is not simply whether students use AI. It is whether students begin outsourcing their own learning and thinking to AI.
Protecting Academic Integrity
AI has also complicated the traditional definition of academic cheating. In the past, academic dishonesty might have involved copying another student’s work, purchasing an essay, or plagiarizing material from the internet. Today, a student can ask an AI system to write an essay, solve a homework problem, generate code, or summarize an entire assigned reading. The issue is not only whether the final product was created by the student. It is also whether the student actually completed the intellectual work that the assignment was designed to assess.
This is especially important for writing assignments. If an essay is meant to assess a student’s ability to build an argument, analyze evidence, and communicate ideas clearly, allowing AI to do that work may produce a polished essay without providing the learning experience the assignment was intended to create.

Schools are also concerned about the broader ways children and teens interact with AI. Generative AI is no longer used only for schoolwork. Young people may turn to AI for entertainment, companionship, advice, and personal conversations. New York City’s decision to prohibit AI chatbots designed to act as companions for students in all grade levels reflects growing concerns about children forming relationships with systems designed to imitate human interaction.
These concerns are especially important for younger students, who may not yet have the maturity to fully understand the limitations of AI systems or to distinguish a convincing AI-generated response from trustworthy guidance provided by a real person.
3. What Do AI Restrictions Mean for Students?
For students, the immediate impact depends largely on their age and the school district they attend.
For younger students in New York City public schools, the message is fairly clear: generative AI will not be part of regular classroom learning for the time being. For high school students, the situation is more nuanced. AI will still be used in certain limited and closely supervised settings, and students will receive specific instruction on how to think critically about the technology.
For students in the Los Angeles Unified School District (LAUSD), the current policy means that generative AI cannot be used on district-owned devices, although the rules surrounding personal devices and AI use outside of school are still less clearly defined.
There is, however, a broader takeaway for students everywhere: you should not assume that every class has the same rules for AI. One teacher may allow AI for brainstorming but prohibit it from writing any part of an assignment. Another may allow students to use AI to review their work but require them to disclose how it was used. A school may block certain AI tools while allowing others. For students, learning to ask, “Am I allowed to use AI for this assignment, and if so, how?” is becoming an important part of academic responsibility.
4. Do AI Bans Actually Solve the Problem?
This is where the debate becomes more complicated. A school can block ChatGPT on its network, but that does not necessarily prevent a student from opening the same tool on a personal phone or computer at home.
Recent research makes this challenge clear. In a 2026 Common Sense Media survey, 44% of teens who use AI for schoolwork said they had encountered an AI tool that was blocked on a school network or device. Among those students, 59% said they simply switched to a personal device.
This creates an important problem: a ban may remove AI from the classroom without teaching students how to use or respond to it outside of school. That does not mean restrictions are ineffective. For younger students, limiting access to AI may create more opportunities to develop foundational skills without becoming dependent on the technology. Schools may also have legitimate reasons to decide that certain AI applications are not appropriate for particular age groups or learning environments.
But technical restrictions alone cannot answer the deeper questions: Why are students using AI, and what do they need to learn about using it responsibly? Research suggests that students themselves recognize both sides of the issue. Among teens who use AI for schoolwork, 38% said having access to AI causes them to come up with fewer ideas on their own, while 39% said they feel they miss out on learning when they use AI to complete assignments. At the same time, 66% said AI helps them understand schoolwork rather than simply finish it faster.
The real issue, then, is not simply whether students use AI. It is whether AI is supporting the learning process or replacing it. Used well, AI can help students understand difficult concepts, explore questions, receive feedback, and practice skills. But when students rely on AI to think and complete assignments for them, they may miss the very learning process those assignments were designed to develop.

5. If We Don’t Ban AI, What Should Students Learn?
New York City’s approach offers an interesting model because it combines restrictions on AI use with AI education. While younger students will face significant limits, high school students will receive specific instruction on AI’s capabilities, limitations, risks, biases, ethics, career opportunities, and the skills they may need in the future.
This reflects an increasingly important concept: AI literacy. AI literacy is not simply knowing how to use ChatGPT. It means understanding what AI can and cannot do, when it is appropriate to use it, how to evaluate AI-generated information, and how to use AI without allowing it to replace your own thinking. For students, that means developing several important habits:
- Know when not to use AI: Students should be comfortable completing certain types of work on their own, especially when the purpose of an assignment is to build foundational knowledge or assess their individual thinking skills.
- Understand the rules: Before using AI for an assignment, students should know exactly what their teacher or school allows.
- Verify AI-generated information: AI systems can produce information that sounds convincing but is inaccurate. They may invent citations, misinterpret sources, or confidently provide incomplete explanations. Students should learn to verify important information using reliable sources.
- Stay in control of your own work: Using AI as a learning tool is very different from allowing it to produce the work a student is expected to complete independently.
- Develop human skills that AI cannot replace: Interestingly, teens themselves appear to recognize the importance of these skills. In a 2026 Common Sense Media study, students identified working effectively with others, verifying information and thinking critically, and understanding and processing complex information as some of the skills they believe will matter most in the future.
6. How Can Parents Support Their Children?
Schools can create policies, but parents also play an important role because much of students’ AI use happens outside of school. Parents do not need to become AI experts. What matters more is setting reasonable expectations and keeping communication open.
Encourage Students to Try on Their Own First
One simple habit can make a meaningful difference. Before turning to AI, encourage students to first try solving the problem, developing their own ideas, or writing a first draft independently. Then, when AI use is allowed, students can use it to get feedback, identify gaps, or explore another perspective. This helps prevent AI from becoming their first source of thinking.
Teach Students to Verify Information
Parents can encourage students to ask questions such as:
- Where did this information come from?
- Can I find the same information in a reliable source?
- Does the original source actually say this?
- Is this citation real?
- Does this answer make sense based on what I already know?
These habits are useful far beyond AI. They are foundational skills in research and critical thinking.
Talk Openly About Responsible AI Use
Perhaps one of the most important things parents can do is talk with their children about AI rather than treating it simply as a forbidden technology. Students are already encountering AI in school, online, and in everyday life. If adults do not help them understand how to use it responsibly, students may be left to figure out the boundaries on their own.
New York City and Los Angeles are two of the most visible examples of a much broader debate taking place across the United States. States and school districts around the country are developing their own approaches to AI in education. As of early 2026, the Stanford AI Index Report reported that 30 states had issued guidance related to AI in education, while other organizations tracking state policy have continued to document additional developments throughout 2026.
At the federal level, guidance released by the U.S. Department of Education in August 2026 also emphasized that schools should focus on educational value, evidence, educator judgment, transparency, student outcomes, and responsible technology use rather than adopting a new technology simply because it is available.
For families, the most important takeaway from the policies in New York and Los Angeles is not that AI is something to fear, or that students should be allowed to use it for everything. It is that independent thinking is becoming even more valuable in an AI-supported world. Schools may restrict AI today, expand access tomorrow, or adopt entirely different rules in the future. But the foundational skills students develop without AI, reading carefully, writing clearly, solving problems, conducting research, evaluating evidence, and developing their own ideas, will remain essential.
